Dung Quat Oil Refinery ready for its 3rd turnaround
Necessaries for the third turnaround of Dung Quat Oil Refinery have been pushed up by Binh Son Refining and Petrochemical Company Limited (BSR), and it is planned to be kicked off in the second quarter in 2017.
The overall successful turnaround is said to be very important because it will not only decisive issue directly to the National Energy Security but also ensures effective production and business of the company, increasing the value of the state budget.
Therefore, the preparation for the maintenance has been carefully planned by BSR early, which made plan 2 years ago, since 2015.
According to BSR, this is the right time to carry out the overall maintenance.
BSR has actively implemented some important parts such as the procurement of materials which will be manufactured in long period; deployed preparation in details; and finded alternations to shorten the time of selecting contractors ..., all the jobs aim at minimizing the risks of progress.
According to Mr. Tran Ngoc Nguyen-CEO BSR, Dung Quat oil refinery was put into commercial operation in 2009 and most of the plant’s equipments have been operating for more than 60,000 hours.
To ensure the stability and reliability of critical equipment more than 8,000 active, BSR organized 2 times overall maintenance in 2011 and 2014 with tasks such as cleaning, and repairing defects; checking the integrity; improving capacity and production efficiency.
Over 2 times of maintenance, Dung Quat oil refinery has completely solved the technical problems, ensuring continuous operation safety and stability at capacity of 105%.
With the experience and success in two previous maintenances, BSR will confidently implement successfully the 3rd maintenance on schedule to meet the effective production of the refinery that will supply full petroleum to domestic markets and contribute to ensuring energy security.
To implement the overall maintenance, BSR has planned and fully prepared to ensure the targets such as contractor selection, purchase of materials and equipment and technical services; preparation of technical procedures, maintenance procedures; safety procedures, the training, the training and testing; technical conditions, logistics; coordination with the Vietnam Oil and Gas Corporation, the Ministry of Public Security and Local Government to ensure the security, safety and create favorable conditions for successful maintenance.
In addition, BSR updates business plan, the time and cost of implementing; evaluates the situation of operation of the plant to increase capacity before and after stopping; works and widely announces to the partners to ensure that consumers are not passive in the supply of gasoline in the domestic market.
According to Tran Ngoc Nguyen, in 2017, the Dung Quat Oil Refinery stops for its 3rd turnaround about 2 months so there will be much impact on production and business plans.
