Japanese, Kuwaiti firms to distribute fuels in Vietnam

Japan’s Idemitsu Kosan Co Ltd and Kuwait Petroleum International Ltd. (KPI) are awaiting a business registration license to set up a fuel distribution joint venture in Vietnam.

The 50:50 venture, Idemitsu Q8 Petroleum Limited Liability Company, would be headquartered in Hanoi and specialize in importing, wholesaling and retailing fuels in Vietnam.

The two companies have obtained an investment certificate from the Vietnamese Government.

Both companies have stakes at Nghi Son oil refinery located in the north-central province of Thanh Hoa. With the establishment of a fuel distribution company, Idemitsu and KPI intend to promote retail and wholesale operations across the country, mainly through service stations.

Nghi Son oil refinery is under construction in an area of some 400 hectares in Nghi Son Economic Zone in the north-central province and is set to start commercial production next year to meet roughly 40% of domestic demand for oil products. Major products of the refinery are LPG, A92, A95, PP, jet fuel and diesel oil. 

The establishment of Idemitsu Q8 will mark the first time foreign companies have got involved in Vietnam’s fuel distribution market where there are 24 domestic trading companies operating.

When joining the World Trade Organization, Vietnam retains the right to trade, distribute, export and import petroleum products and foreigners cannot join the domestic distribution system.

However, Vietnam has some exceptions and has opened the distribution market to investors at petrochemical projects. When licensing Nghi Son oil refinery and subsequent projects, the Politburo and the Government have allowed investors to distribute the products they make. Therefore, Idemitsu Q8 will be established in preparation for distribution of fuels which Nghi Son will sell from 2017.

The refinery has a processing capacity of 8.4 million tons of crude oil a year in the initial phase, which will be raised to 10 million tons later.

Shareholders of Nghi Son Oil Refinery and Petrochemical Co Ltd include Vietnam National Oil and Gas Group (PVN) and Japan’s chemicals group Mitsui.

Vietnam National Petroleum Group (Petrolimex) now holds the lion’s share of the local fuel market.
